CITY OF COUNCIL BLUFFS: Potential Flood Buyout Program

City of Council Bluffs issued the following announcement on Oct. 24. 

RESIDENT INTEREST FORM DUE OCT. 31

Due to a high water table resulting from the Missouri River flooding, the City has received a number of requests from property owners to render assistance or purchase their property.  While the City does not budget for this type of expenditure, we have recently been made aware of some state and federal funding sources for which certain properties may be eligible.

On October 21, the attached press release (below) was sent by Pottawattamie County Emergency Management regarding a potential buyout program. The release states that property owners impacted by the flooding of 2019, and located within a specific flood hazard area, can submit a form online (https://sites.google.com/view/pottco2019flood/home) to indicate interest in a potential buyout. The form must be submitted before Thursday, October 31 at 3:00 p.m.

The specific flood hazard area within the city limits of Council Bluffs is located west of Interstate 29 as highlighted in the image below. The attached letter to residents (below) was mailed to residents in the specific flood hazard area on Thursday, October 24.

Those interested in the potential buyout program must submit an interest form by Thursday, October 31, 2019, at 3:00 p.m. Forms must be submitted online via https://sites.google.com/view/pottco2019flood/home. Residents without internet access can go to the Council Bluffs Public Library for assistance. Again, this is an interest form, not a complete application, but a way to gauge interest in the program to determine the amount of funding needed to complete the potential work. A completed interest form does not guarantee that a property is eligible or that you will receive buyout funds. This is a voluntary program only. Owners may elect to withdraw from the program at any point prior to the execution of transaction agreements.
